Capacity is an allowance. It is never your identity.
Capacity is an allowance for managed bindings. It is not a second Passport, it never changes an ECZ-ID, and running out never deletes, detaches or unpublishes anything.

At the limit your identity and everything you already manage keep working. Only new managed bindings wait.
If you move down a tier, or stop paying
If you move down a tier or let one lapse and your estate is larger than the new allowance, nothing is destroyed and nothing is detached. Existing managed bindings stay. Only new ones wait until usage fits again or you take capacity that covers it.
Separate axes
Buying capacity changes one thing and one thing only.
It does not verify anything
Capacity confers no Parent tier and no assurance about any agent. An organisation on the largest tier is exactly as verified as one on the free tier.
It does not touch identity
Your ECZ-ID does not change. No identifier, record, binding, consent record or resolver URL changes when a tier does.
It does not meter the public
Public Resolver reads and public machine-readable records are never metered, never authenticated and never counted against any allowance.
